It's only a glitch provided you don't have 7 Gym Badges, you need to have defeated Falkner, the Violet City Gym Leader, Bugsy, the Azalea Town Gym Leader, Whitney, the Goldenrod City Gym Leader, Morty, the Ecruteak Gym Leader, Chuck, the Cianwood Gym Leader, Jasmine, the Olivine City Gym Leader and Pryce, the Mahogany Town Gym Leader so provided you're missing a Gym Badge, it would be either Chuck or Jasmine's Badge.
