Driving age Connecticut.?

I live in Conn. and i am confused about the actual age at which you can get behind a car and pull out if the driveway! like is it 16, 16 and 6 months? 16 and 4 months? AHHHHH SO CONFUSING! pleas be specific =) thank-you!
